Stricter keybindings

I just merged this change to enforce stricter matching for keybindings. This shouldn't having any major effects but do let me know if you notice any keybindings not working properly.

If all goes well this change will hit the preview build Mar 10th and stable Mar 17th.

This change is a necessary preparation for Customizable Keybindings which is coming soon!

Sure. An example of something that changed is that previously alt+home was accepted in place of home whereas now it is rejected. Similarly, cmd+up arrow was accepted in place of up arrow. basically, we used to accept most key combos even if they included other modifiers. Now we don't.
