SourceMetrics: Support per-metric label filters or multiple label variables in GMD #1132

What is this?
Metrics Drilldown currently applies the same label filters to all source metrics. For complex KG insights whose PromQL expression is composed of multiple different source metrics (e.g. failure insights), each source metric may require its own distinct label filters.
Metrics Drilldown work
Update the prop API to accept per-metric label filters (in addition to the current global filters)
Apply the correct label filter set when building each metric's query
Knowledge Graph (RCA Workbench) work
Compute and return per-metric label filters from the KG API for multi-metric insight expressions
