Gedcom 7 Import Support

https://github.com/DavidMStraub/gramps-gedcom7 is advanced enough to make it useful for Gramps Web. However, using it as a proper addon is currently blocked, see the discussion in gramps-project/addons-source#744.

Consequently, we should add Gedcom 7 support "manually" by treating it as a special case: detect file format, detect Gedcom version, use built-in importer (Gedcom 5) or the new library (Gedcom 7).

I noticed that gramps_gedcom7 was not included in pyproject.toml. Was that on purpose?
