Replace usages of net.IP, net.IPNet with netip.Addr and netip.Prefix #8884
Description
Since Go 1.18, the net/netip package has provided Addr and Prefix as more performant and ergonomic replacements for the legacy net.IP and net.IPNet types. We should replace the older types within the gRPC code wherever possible.
