Tooltips on all compendium-mode interactive controls

Per ADR-0047 and redesign-plan.md M5c.

Add .help("…") to all interactive controls in compendium-mode views:

• CompendiumAdversaryListPanel sidebar bottom bar buttons (Add Adversary, Import DHPack, Export Local)
• AdversaryInspectorView Edit button
• AdversaryFilterBar controls (search field, tier picker, type menu)

Tooltip pattern: verb + noun.
