Fix build script and restore README warning + translation updates

Build Script Fix:
- Updated regex pattern in gulpfile.js to only replace plugin/theme counts
- Build process now preserves manually added README content
- Prevents accidental removal of important user-facing sections

- Restored prominent warning section about translation limitations
- Kept translation error reporting form link
