Enable when is not working correctly with Initial values

Describe the bug
Enable when is not working correctly with Initial values. Add a choice element which will have initial value. This choice element will be hidden and this choice elements initial value is added to the questionnaire response based on another choice elements value.

To Reproduce
Steps to reproduce the behavior:

1. Upload the questionnaire
2. Click on Preview
3. click on questionnaire response

Expected behavior
When you click on draft the item with link id "malaria-test-code-coding" should be added to questionnaire response. when you click on active the item with link id "malaria-test-code-coding" should not be added to questionnaire response.
