Report scenario metrics on an interval like Holochain does

Scenarios should produce metrics like Holochain and Telegraf do by aggregating locally before pushing. This can be done by opentelemetry so we don't have to implement this ourselves, just make sure the output is configured correctly. That would reduce the data produced and therefore reduce how much data the summariser has to handle.

AC:

• Metrics are reported on a configurable interval, defaulting to 10s
• Test data for the visualiser is updated
• Switch from using influxive-core to holochain_metrics in the Wind Tunnel Instruments.
