Expose ability to rotate two-level categorical axis tick labels #2515
Description
In bokeh/bokeh#7726 bokeh added the ability to rotate the two-level categorical axis ticks independently. We should expose this option in some way. To demonstrate what I mean, here is a screenshot from bokeh:
