Enable S3 intelligent tiering for hotosm-k8s-db-backup and other infra buckets

• Databases backed up here daily with a 60 day retention policy.
• Perhaps the db backups older than 30 days should be in glacier?
• Is this even an issue with the retention policy in place (old backups are cleaned up)?
