how to use harware decode h264/265 with gocv(opencv) in win/linux platform?

how to use harware decode h264/265 with gocv(opencv) in win(x86)/linux(arm) platform?
use mingw to build opencv couldnt support MSMF.
Are there any way to slove this?
In some specific cases, CPU resources are very tight, and hardware decoding needs to be used to release the pressure on the CPU.
