'Billing is unavailable' error on Android

I'm using react-native-iap version 13.0.4, and I'm having trouble with Android. The build I'm testing is still in the open testing track on the Play Store, and was installed via the Play Store app. I can make test purchases with a license tester account, but if I try to make a purchase with a real account with a real credit card (after removing the test account from the device, adding the real account and credit card info, etc), I'm getting the following error:

Your transaction can't be completed. to continue this transaction, use a different payment or contact us. Learn more. [OR-HDT-16]

Not sure if it's a matter of the build not being published in a production track or if I'm missing something. Has anyone ben through this?

The build has made it to the production track of the Play Store, and real purchases seem to work as expected.
