licence: delete stale docs/LICENSE-POLICY.md (contradicted canonical)

Owner confirmed 2026-06-04: standards is a sole-owner MPL-2.0 repo, NOT an
AGPL son-repo. The stale docs/LICENSE-POLICY.md asserted the opposite (claimed
standards + burble/rattlescript/vcl-ut were AGPL-3.0-or-later, swept by
#344/#345) and referenced auto-sweep recipes against the no-automated-edits
mandate. Deleted it; LICENCE-POLICY.adoc is the single source of truth.
Updated the no-duplicate-licence-policy Dust probe note to record resolution.
