Request to become a maintainer

Hey there, @igorcmoura. I noticed that there has been little activity over the past years with regards to merging pull requests, causing the package to collect some dust. Python 2 has reached its end a long time ago, setup.py as well (see #22) and typing stubs or annotations directly in the source (#16) would be quite useful for users of the library.

As a maintainer of https://github.com/z411/trackma, which has an optional dependency on anitopy, I have a direct interest in this project and would like to offer becoming a maintainer of it, although I cannot promise with 100% certainty that I will always have enough free time available, as is usual with voluntary open source software.

Let me know if there is anything you would like to clarify (in this discussion, per email or otherwise). If nothing happens in the next few weeks or months, I will probably continue work on my fork.
