New `-e` flag on `influxd-ctl show-shards` to include expired shards

A new -e flag has been added to influxd-ctl show-shards. By default, expired shards are filtered out of the output. When -e is passed, expired shards are included in the display.

Example: influxd-ctl show-shards -e
