Update Nautilus SecureSDLC workflow (#2)

This PR updates the Nautilus SecureSDLC workflow to enable automated security scanning.

- updates .github/workflows/securesdlc.yml
- Enables security scanning on push events
- Supports workflow dispatch for manual runs
