pandoc 3.8 to HTML leaves comments in CSS style

When using the latest version of pandoc, 3.8, to export to HTML, this comment is added to the output. Is that intentional? I don't think it is necessary kept in the output files?

Yes, it's intentional. This will tell the reader of the HTML file where these come from and give hints on how to adjust.
