Add a toggle to not show the "Press Ctrl + I to..." at every instance launch

There was a toggle originally but people would accidentally disable the feature and get confused, and this led to difficulty in debugging issues, so I force it back on for a release. 1.0.4 makes it have a 10 second timeout, and I'll add back the option to fully disable it in a future release

I +1 this. Choices about the user experience should remain in the hands of the user.

The group of people that do not want to see the tooltip and can remember the keybind to show the UI is most assuredly larger than the group of people that do not want to see it and can't remember the keybind, so the option should exist (in order to cater to the majority).

But this argument doesn't even need to be considered, since customizeability is always a good idea. The existence of the option doesn't force the user to toggle it. If the user decides to disable the tooltip, it is their responsibility to remember the keybind to open the TS UI.

If anything, in order to ensure the safety of the very small group of people that might forget the TS keybind, yet are curious enough to check through the settings in order to disable the tooltip, toggling the option should show a confirmation popup that tells the user they should actively memorize the keybind (and show it to them). Or a different idea would be to place the keybind somewhere inside the text in the main menu whenever the tooltip is disabled (like the splash text, saying: "Press [key] to open TS"), which is less obtrusive than the tooltip.
