Allow Restore HA controller backups to Non-HA

For disaster recovery situations, where you need a single new juju controller to get back up and running and might not have the resources to create the exact number of controllers as your original setup, it would be great if we can allow restoring a backup taken from an HA environment into a non-HA setup.
