Optimization issue + wd-v1-4-moat-tagger-v2

Hi, I would like to report a few things.

1. The performance is really poor, it uses GPU but the GPU is sitting at 0% most of the time and CPU is doing some 70% heavy lifting. Even if it's standardising images on CPU first no way it's that slow. It does like 1 image/sec that's terrible if you want to do 150k.
2. Also wd-v1-4-moat-tagger-v2 is currently best or one of best WD taggers but it's not supported

I added the following lines in the utils.py file in the extension folder and i'm using moat this way.
