An admin can deactivate the need of setting the visiting time on waypoint for a team

• add option for team edit/create to deactivate visiting time of a waypoint with hint that in case of deactiviation the startTime of a walk is used instead as value for visiting time
• save of waypoint to use startTime of a walk as visiting time

...because not every team needs the visiting time or can afford its evaluation.
We use walk.startTime for waypoint.visitingTime if it's deactivated for a team to keep compatibility with filter and table on dashboard page.
