pkg sync should not drop manually added jobs from the queue

We made some more buildinfo files accessible to reproduce.d.n and I started scheduling packages that should be fixed now. Those jobs where dropped from the queue when a scheduled pkg sync was run. Can we keep them in the queue?

To clarify, the jobs were scheduled for old packages that are not in the current Packages.gz anymore? :)

In the past all old packages were deleted from the database, but since we now keep those records as well, this behavior may need to be revisited.

No, the packages are still in the Packages.gz.
