create new testgrid config bucket for splitting community vs non-community dashboards #8973

We're moving towards https://testgrid.prow.k8s.io being a community operated fully opensource replacement to https://testgrid.k8s.io
As part of that we want to split the merged testgrid config so we can have just project operated CI showing up in the new instance as part of the transition path.
SIG K8s Infra has had a general policy that we do not host resources for third party projects because it is difficult to create a fair distinction on what projects are in/out of scope and what usage is reasonable if not simply our own projects.
In order to do this, we need somewhere to host the config for things that are third party but configured in test-infra for the transition phase.
