pip failed -> quick installations guide update-needed?

Moin,
is there any update on how to install this on "fairly new" SW-Basis? Maybe the installation guide worked when it wa screated, but right now, i get the pip-failed error on linux as well as under windows.

I did serveal reinstalls, tried older anaconda installations,
foreced older python version

but it gets always stuck at the same point.
Help would be greatly appreciated.

I am sure that this is a suboptimal solution, but I got it to work by using the same package version of an old environment in which klusta has been installed since years.
This is the environment file that I used for installation:
