Add Tool Call to Retrieve Jenkins Job Parameters (getJobParameters)

This feature would allow clients to dynamically discover a job’s parameters before triggering it, enabling better validation, UI generation, and automated workflows.

I would also like to contribute and work on implementing this feature.
