`static_init@1.0.3` has a bug that will break builds with Rust 1.93

Please run cargo update static_init to get a version compatible with Rust 1.93.

This can be verified by running

$ rustup update
$ cargo +beta check

(was preparing a PR for this but the http_grpc package is missing, preventing the workspace from being loaded)
