"Cannot find module" error when trying to include source language file on Windows

I'm using v1.16.0 on Windows / PowerShell, Node v22.12.0.

Tried different combinations of parameters, but always get some error about wrong path. Either language code is duplicated, or in some cases locales directory also was duplicated, for example, locales/lv-LV/locales/lv-LV.
