Move project.json and project.html data into database and gisportal

gisapp uses also project.json file and project.html file for additional project configuration. Since latest gisportal it would be much better to move all this settings to database and into project create/edit form.

• create database fields on project table for description_client and every part of configuration from json file
• in the form can have description field simple HTML editor
• json part has some syntax checking and so on
