Disable/hide the "Message" profile button if user doesn't allow messaging #20065
Description
Similar to #19790
Whether we want to hide the button entirely or just disable it is debatable. The benefit of the latter is it doesn't confuse users (who may be trying to figure out where the message button is in the first scenario).
Note that this message button can appear directly on a profile, in the "More" dropdown, or in the hamburger menu (mobile).
