fix unit issue with plot_pah

Currently, if you're including the thresholds (PEC and TEC) in the plot, it only works correctly if you have either ppb or ppm units. Needs to fix this to be more general. 

Currently, if you set units to anything other than `ppb` it assumes `ppm`.
