InsdcAccessionFull missing error when running Loculus without consensus sequences

Flagged by Ivan and @chaoran-chen , when updating the waste water instance cbg-ethz/WisePulse#209 they are seeing an error when clicking on a sequence details page

The right config for such an organism should be referenceGenomes: [] and we should make that work if it doesn't now

referenceGenomes: [] does resolve this error - it is still possible to click a link to download fastas on the sequence details page and this should be disabled - but otherwise this is now healthy with that config change
