Fix Semester Dropdown Ordering in Syllabus Filter

Current Behavior:
The Semester dropdown options are displayed in an inconsistent order.

Example:
Semester 1
Semester 3
Semester 2
Semester 4
Semester 5

Expected Behavior:
Semester options should be displayed in ascending numerical order.

Example:
Semester 1
Semester 2
Semester 3
Semester 4
Semester 5

Steps to Reproduce:

1. Open the Syllabus page.
2. Click on the Semester dropdown.
3. Observe that semester values are not sorted correctly.

Impact:
The inconsistent ordering may confuse users and reduces the overall usability of the filter component.

Suggested Fix:
Sort semester values numerically before rendering the dropdown options.
