`Hyperion`: Instructor checklist analysis result empty

Describe the bug

I have deliberately introduced clear issues into the problem statement, but the instructor checklist's analysis returns an empty result (no quality issue, no inferred learning goals, no assessed difficulty level). This happens quite consistently

Even after multiple times clicking on Analyze Problem Statement, the result is mostly empty, only some few times does it return something. Clicking on Reanalyze of each section creates result more consistently, which hints at a race condition

To Reproduce

1. Go to 'Programming Exercise'
2. Click on 'Edit'
3. Introduce some clear grammatic errors/inconsistencies into the problem statement
4. Click on 'Analyze Problem Statement'
5. Confirm that the checklist result is empty (no quality issue found, no inferred learning goals, no assessed difficulty level)

Expected behavior

The checklist should produce result consistently
