Add in the Orville imager module #253
Description
We've been using a modified version of bifrost.romein.Romein for a while now as the basis for the Orville wideband imager. I've been keeping the development in https://github.com/jaycedowell/bifrost/tree/wideband-imager but it's probably time to bring it into the main repo here.
