• Magento version: 2.4.8-p4

Steps to reproduce

1. Navigate to any place where Region/State dropdown is shown
2. Choose Latvia
3. See incorrect regions

Expected result

Regions to be updated per the new reform (https://en.wikipedia.org/wiki/ISO_3166-2:LV, https://lv.wikipedia.org/wiki/Latvijas_administrat%C4%ABvais_iedal%C4%ABjums)

Actual result

Regions before the 2021 reform are shown.
