Mapping Belgium Wallonie

GSA of Wallonie is missing from the csv. It is indeed not published but it can be accessed upon request. I prepared a HCAT mapping. it is far from perfect as I did not spend time on veggies classes.. most of the time I map to "unknown". So I share the file here in case someone wants to improve... better than pushing to the repository

Quickly filling in the unknown veggie classes would be an interesting test of using GPT-4 to assist as @xchan011 and I discussed.

(also, @Martincccc, I'm not so active in raising issues, but from your history on this repo, its quite likely we have closely aligned interests... I'd be happy to connect (my LinkedIn is linked in my GitHub profile) - sorry, not sure how else to communicate via GitHub!)

A colleague made me realized that Flemish VLG code are identical as the Wallonia SIGEC... Therefore attached is simply the code from VLG mapped with SIGEC original name. translation is google translate

I recently looked into Wallonia and discovered two sources for the parcels. One from the official Wallonie Geoportal and another from the Inspire Geoportal. Since the one from Inspire has open permissions (free to share etc) I will process their shape files instead. However as the INSPIRE version does not have any crop codes, I will release the mapping files based on Wallonie's Geoportal (aka building on @Martincccc's version).
