Communicating project - community management

We need a community manager. This project will need promotion. I (the main contributor) am terrible at social media and fast new ways of communication. If someone more familiar of those plateform can help that would be lovely.
Contacts can be of different type and nature:
- Tweets
- Contact other potential contributors, on the same theme?
- Association for rape and sexual assault
- etc.
