• Switch to NPM

  Since OpenLayers is built with npm, and we would like to be able to build our codebase along with it and include only the npm components actually needed, our build process should switch to using npm for the JS build.

• Refactor and simplify the codebase

  This codebase has the usual sprawl and clutter resulting from various experiments leading up to an initial release. The objectives are to remove anything no longer used; to separate out the three tests, and to make one of them (World Map for Drawing) a comprehensive test which has actual test code; and to add a main ant build file to build the test.
