Publish an exact CPV-2010 department → six INDEC poverty-region binding

Why

The poverty estate now has a clean place for a missing geography fact: Poverty v2 requires a separate threshold-area binding, while samplerCensoARG should stop treating the six basket regions as intrinsic Census identity and canastasINDEC should own threshold values rather than geographic membership.

Current official INDEC evidence supports six regions used by the poverty/basket system: Gran Buenos Aires, Pampeana, Noroeste, Noreste, Cuyo and Patagonia. INDEC's general regional nomenclature also makes the key subprovincial distinction explicit: Buenos Aires province is Pampeana except the partidos in Gran Buenos Aires; Gran Buenos Aires consists of CABA plus a specified list of Buenos Aires partidos. The basket producer independently records that Buenos Aires cannot be assigned wholesale to one region.

This is therefore a good fit for an argentina-geography interpretation/binding release over exact Census geography IDs, not a new geometry authority and not a poverty rule embedded in the sampler.

Candidate source evidence

Use and pin exact official INDEC documentation rather than relying on historical radio_ref.csv logic. Current evidence to re-check/pin includes:

• INDEC Manual de estilo, section 4.3.2 Regiones, which defines Cuyo, Noreste, Noroeste, Patagonia, Pampeana and Gran Buenos Aires and lists the GBA partidos;
• INDEC poverty/EPH methodology and CBA/CBT documentation confirming the six-region poverty/basket system;
• canastasINDEC source/method contracts, which preserve the source-native six region IDs but explicitly state that province-to-region membership is a separate geography contract.

No source URL/version should remain floating in the final release.

Target product

Prefer a tabular interpretation/binding release, not dissolved region polygons.

Required work

1. Pin one exact already-governed Census 2010 department identity parent from argentina-geography.
2. Pin exact official INDEC regional-definition evidence and record retrieval/hash/content identity where feasible.
3. Resolve every department to exactly one of the six regions using source-backed rules.
4. Treat CABA and Buenos Aires partidos explicitly; do not assign all Buenos Aires province to Pampeana or Gran Buenos Aires.
5. Quantify QA:
   • exact department count covered;
   • duplicates/unmapped IDs;
   • counts by region;
   • explicit GBA party list and complement within Buenos Aires;
   • exact match to the parent ID set.
6. Emit a deterministic release/manfiest/checksum bundle consumable by Poverty as threshold-area binding semantics.
7. Keep provider/source identity intact. This binding does not declare one canonical Argentine geography and does not alter Census boundaries.
8. Do not create regional geometry unless a concrete consumer later requires it; a tabular stable-ID binding is sufficient for poverty measurement.

Boundary

This repo owns the source-backed geographic/territorial interpretation:

department_2010_id → INDEC six-region ID.

It does not own:

• CBA/CBT values;
• monetary conversion;
• adult-equivalence rules;
• poverty classification/FGT;
• Census sampling or population projection.

canastasINDEC owns the threshold-area value product; Poverty joins that value product to households through this exact binding.

Definition of done

• one exact Census-2010 department parent and one exact INDEC regional-definition source are pinned;
• every parent department has exactly one reviewed six-region binding;
• GBA/Pampeana treatment in Buenos Aires is explicitly source-backed and regression-tested;
• the release is deterministic and independently verifiable;
• Poverty can consume the binding by stable IDs with no geometry or ad hoc region_id lookup.
