Add telemetry event when app enters sleep state #305
Description
We've recently learned that PouchDB and Chrome/WebView can have connection issues when a device goes into a sleep state.
The Android OS has Activity-lifecycle concepts and sends events to apps when these happen via method calls. This issue is to record when the app is put to sleep to gather more data about what's happening with cht apps out in use.
