Add codecs for the `video` asset type

The common codecs used by video formats should be added to the data migration for our new Codec model / table.

We need at least these entries:

• av1
• avc1
• hev1
• hvc1
• vp9

You are welcome to expand the migration that I already made for subtitle codecs.

You need to add common video codecs like h264, vp9, and av1 to the data migration for the new Codec model. I'd handle this by defining a standard set of codecs for the video asset type within the migration file. Can have a PR up in a few hours. I've implemented similar data migrations for media processing systems before.
