Vendor Panel Promotions Feature Gap vs Admin Panel

I’m working with Promotions in MercurJS and I noticed a difference between what’s available in the Admin Panel vs the Vendor Panel.

What I’m seeing (UI comparison)

✅ Admin Panel

When creating a promotion in the Admin Panel, I can choose multiple promotion types:

• Amount off products (discount specific products or a collection)
• Amount off order (discount the total order amount)
• Percentage off product (discount a percentage off selected products)
• Percentage off order (discount a percentage of the total order amount)
• Buy X Get Y (buy X product(s), get Y product(s))
• Free shipping (100% discount on shipping fees)

❌ Vendor Panel

In the Vendor Panel, when creating a promotion, I only see:

• Percentage off product

So it looks like the Vendor Panel has limited promotion types compared to the Admin Panel.

Why this matters (expected behavior)

In a multi-vendor marketplace, vendors often need to run their own campaigns like:

• Free shipping for their products
• Buy 2 get 1 type offers
• Fixed amount discounts (e.g., $10 off)
• Order-level discounts (e.g., 15% off orders above a minimum)

Right now, vendors appear unable to create these offers from the Vendor Panel.

Questions

1. Is this limitation expected?

   • Is the Vendor Panel intentionally restricted to only Percentage off product?

2. If Vendor Panel should support the same types as Admin Panel:

   • Is there a configuration, feature flag, module, or plugin that enables the missing promotion types?

3. If Vendor Panel is NOT supposed to have full parity:

   • What promotion types are officially supported for vendors today?
   • Are the missing types planned to be added to the Vendor Panel roadmap?

We've got some answers for you! 😄

1. We’re planning to expand the promotion options available to Vendors.
   In the first phase, this will include “Amount of products,” “Percentage of products,” and “Buy X, Get Y” promotions.
   In the second phase, we plan to introduce a “Free shipping” promotion for Vendors. This comes later because it will require adding the ability for Vendors to define and manage their own shipping option types beforehand.

2. No, we will not add all promotion types available in Medusa for Vendors.
   Order-level promotions (such as order amount or percentage of order) affect the entire cart. Since we support a multi-cart that can include products from multiple Vendors, we want to limit Vendor promotions to product-level and shipping promotions only.

The phased plan makes a lot of sense — especially starting with product-level promotions like Amount of products, Percentage of products, and Buy X Get Y, and then introducing Free Shipping once vendors can manage their own shipping types.

Regarding the decision not to support order-level promotions due to the multi-vendor cart structure — I completely understand the concern.

That said, we have a strong and recurring vendor use case that may be worth reconsidering:

Vendors want to offer promotions based on a minimum purchase amount, for example:

• Buy above $100 → get $15 off
• Buy above $100 → get 15% off

Since the cart is already split by supplier/vendor into separate groups during checkout, this type of promotion could be implemented as a vendor-scoped subtotal promotion, meaning:

• The discount is calculated only on that vendor’s subtotal
• It applies only to that vendor’s items
• It does not affect other vendors’ products or the full cart total

With a clear and well-designed UI (showing applied promotions per vendor group inside the cart), this approach would remain fully compatible with the multi-cart model while still enabling one of the most important and widely used promotion strategies in e-commerce.

Would it be possible to consider adding Vendor-Level “Amount of Order” and “Percentage of Order” (vendor subtotal–based) promotions to the roadmap?
