Persistence of Translations in Vendor Panel

Regarding the User Experience in the Vendor Panel, I noticed two important improvements to ensure the Vendor Panel is consistent and useable for multiple regions:

1. The main landing (login or register) page don't really have translations enabled, would make sense to allow setting the language using the language flag icon to allow for a smooth experience
2. When a Vendor changes their language in the UI, this preference should be persisted to ensure that when they log back in, they have the same experience using their selected language
