Update to bootstrap 4

Bootstrap recently released beta 3 and is slated to release 4.0.0 in a few weeks without any breaking changes between the two. Now that the bootstrap 4 API is stable it would be helpful to have this package updated.

With the release of Meteor 3.0 it would be nice if this package would support BS5
