Pi 3 with 32 bits no transmit

My pi 3 with 32 bits no transmit fm but shows this message

alert : 93 samples over deviation

i test pifmrds other pifm adv but i have no problems.

The deviation message is probably unrelated as it usually means that your audio is too loud and, in turn, over modulating the transmitted signal, which means it unintentionally modulates/encodes the audio and rds into a signal that has a bandwidth past the deviation setting's allowed bandwidth (--dev). As to the not transmitting part, I can not answer that but you may want to try a previous version of this software as sometimes things can be broken for specific users in new updates.
