Current Situation

{torch} provides a wonderfull support for CUDA with the recent addition of new versions. But the actual covered versions and the past versions are not that explicit, and especially the reverse lookup like "what is the {torch} version I should install as I'm stuck by IT admins to CUDA 11.3" is very hard to answer
