Instructions for setting up from scratch #360

Hi,
I was wondering if there are any instructions available to setup the project form scratch?
I have been tinkering with the project for a while now it seems like the migrations and seeders required to setup the project the very first time need some work.
I am happy to furnish documentation if someone could me out.
Also, I realized that the project is a fork of openEMIS but I couldn't a recent/working code for that either. The downloads on openEMIS.org also lack seed data and setup instructions. The upstream version also has some private dependencies that are not available publicly.
Your help will be greatly appreciated.
