ipa2-lite upstreaming #196
Description
Previously there was an effort add ipa v2 support for upstreamed ipa driver but it is not working,
but now we have a new separate driver (ipa2-lite) what is working maybe it could be upstreamed in the future.
Let's track here what is left.

TODO:
- Power management: Clock gating (need to send UC event for it)
- Power management: Dynamic clock/bw based on statistics
- Free some memory when interface is down.
- Debugging feature: Do something with packets/status from lan_rx (It has custom header) or drop it.
- Look into scatter/gather support (maybe just for TX).
- Clean up the code
