Suggestion: move scripts out of the SE98 directory.

It is quite natural to install an icon theme by copying the directory with the icons and the index file.

The scripts usually do not need to go into the same directory. If one wants smooth/sharp icons, it is usually better to run the script in advance, and install the modified icon set.

Would it be possible to move awk/sh scripts into a dedicated directory, and maybe add a Makefile to prepare the directory for installation?

In general, historically I wanted to create a combined theme, where SE98 would be a folder for icons, and the others (including GUI scripts) were programs for configuring Linux the same as they were in Windows 98/2000. But I didn't calculate my capabilities. I can add scripts to a separate folder for beauty. Many people do this. But I don’t want to do MakeFile, since I’m not a programmer.
