Timezone Inconsistency in Quote Details Page of Admin

Description

On the Quote Details page, different time fields are displayed using different timezones.

• Created on and the footer timestamp appear in the store’s local timezone.
• Admin notes timestamps appear in UTC.

This results in a noticeable time mismatch (6 hours difference), causing confusion for administrators.

Steps to Reproduce

1. Go to Admin → Sales → Quotes.

2. Open any Quote details page.

3. Observe the following:

   • “Created on” timestamp
   • “Admin notes” timestamps
   • Bottom footer timestamp

4. Compare the times — the admin notes will show UTC, while other fields show store timezone.

Actual Result

• Created on: displayed in store timezone
• Admin notes: displayed in UTC
• Footer timestamp: displayed in store timezone
• Time values do not match within the same page

Expected Result

All timestamps on the Quote details page should be displayed consistently using the store’s configured timezone or with a clear UTC indicator.

Suggested Fix

• Convert admin notes timestamps to the store timezone before rendering

• Add explicit timezone labels (ex: UTC/store time) for clarity
